Summary of the House Jobs Omnibus Bill

As the Minnesota Legislature builds Minnesota’s state budget for the next two years, the Minnesota Council on Disability will create an overview of certain omnibus bills and how the proposals will affect Minnesotans with disabilities.

House Jobs Omnibus Bill

The House Jobs Omnibus bill is officially known as the Omnibus jobs and economic development, energy and climate, and telecommunications policy and finance bill.

Brief Description: This omnibus bill makes policy changes and fiscal appropriations for fiscal years 2020 and 2021 for Jobs Appropriations, Family and Medical Benefits, Economic Development, Wage Theft, Labor and Industry, Commerce, Unemployment, Energy, and Broadband.

What We Like

  1. The Commissioner of Employment and Economic Development must create a plan to address barriers to employment for people with mental illness.
  2. Multiple grants to provide job skills training to individuals with disabilities to enter competitive employment.
  3. Increased funding for Vocational Rehabilitation services.
  4. Funding increase for the Commission of the Deaf, DeafBlind, and Hard of Hearing.
  5. Inclusion of MCD-led policy priority to modify building code language regarding the accessibility of public buildings to provide clarity in language.
  6. Funding the development of border-to-border broadband in Minnesota.
