Pathways to Employment
The Minnesota State Council on Disability (MSCOD) has a long history of working to expand opportunities, increase the quality of life and empower all persons with disabilities. In 2005 MSCOD was asked to join the Minnesota Departments of Human Services (DHS) and Employment and Economic Development (DEED) to be a partner and implement the Pathways to Employment initiative. This initiative’s mission was to “increase the competitive employment of people with disabilities and meet Minnesota’s workforce needs by bringing together people with disabilities, employers, business, government and providers. The Centers for Medicare and Medicaid Services (CMS) funded PTE’s initial strategy plan (2006-2010) and an additional two-year plan (2010-2012). MSCOD’s involvement in the project ended at the end of 2011.
In PTE’s initial years, PTE partners considered and developed strategic initiatives by engaging stakeholders, conducting an environmental scan, and coordinating project development across agencies. By 2006, MSCOD-PTE had established several initiatives in key areas that focus on the agency’s past strengths. This report describes MSCOD-PTE initiatives completed between 2006 and 2011. The report also discusses plans for sustaining PTE-fueled progress beyond grant funding, and presents conclusions as the MSCOD moves ahead in promoting competitive employment for people with disabilities.
