
Recap: 2025 Session Outcomes
In 2025, Minnesota lawmakers worked in a tight budget environment shaped by the February forecast. That pressure affected disability services, including waivers through the Minnesota Department of Human Services.
At the same time, federal Medicaid changes created new uncertainty for people who rely on Medical Assistance. Many of the changes do not take effect until late 2026, but understanding what is coming can help people plan and stay informed.
Even with those constraints, lawmakers passed several disability-related provisions.
Here are a few highlights from the bills the Minnesota Council on Disability (MCD) followed during the 2025 session:
- MnCHOICES reforms that allow remote reassessments in more cases and make it easier to confirm an assessment when needs have not changed (effective Jan. 1, 2026).
- Wage and benefit changes for home care workers under Consumer First Services and Supports, including rate adjustments tied to hours and experience (effective Jan. 1, 2026).
- State Medical Review Team (SMRT) reforms, including an expedited review track for some high-risk situations and steps to reduce delays in disability determinations.
- Civil rights protections that strengthen the rights of people receiving disability services and address coercion and service conditions in certain settings.
- A new study on the availability of wheelchair-accessible vehicles, including taxis and ride-share services.
Looking Ahead to 2026
The 2026 legislative session begins on Tuesday, February 17 at the Minnesota State Capitol.
This year we expect lawmakers to continue focusing on preventing fraud and strengthening oversight in disability services. Our 2026 legislative agenda calls for a people-centered approach that protects services while ensuring accountability.

- Improving access to health care
- Strengthening access across housing, infrastructure, and transportation
