Each year, the Minnesota Legislature introduces dozens of bills that impact the lives of people with disabilities—sometimes positively, sometimes not.
Here, you’ll find up-to-date information on key disability-related legislation introduced during the 2026 session.
Note: This tracker is for informational purposes only. It does not indicate MCD’s support or opposition to any bill. For positions on certain bills, refer to our Public Policy Letters. For overall priorities, refer to our 2026 Legislative Agenda.

Understanding Bill Status
Each bill listed in the tracker includes a brief status update. Use them to follow bills and engage at the right time.
- Introduced: The bill has been officially filed and is waiting to be heard in a legislative committee.
- Active: The bill is currently scheduled for a hearing or has already been heard.
- Held Over: The bill has not advanced on its own but may be folded into a larger bill later in session known as an omnibus bill.

Omnibus Bills
At the Minnesota Legislature, committees often combine several related bills into one larger package called an omnibus bill. For example, a human services omnibus bill may combine multiple human services proposals into one bill so they can move through the legislative process together.
An omnibus bill may have a companion bill in the other chamber. On this page, “SF XXXX/HF XXXX” means a companion bill is expected but has not been added yet.
Sometimes an omnibus bill uses the same bill number as a bill already on MCD’s Bill Tracker. This can happen when lawmakers use a delete-all, or DE, amendment to remove the text of an existing bill after the title and replace it with omnibus bill language. The delete-all amendment is one way omnibus language may be assembled during the legislative process.
After an omnibus bill moves through committee and passes its chamber, the other chamber may take up its companion. If the House and Senate reach identical language, one version is typically substituted for the other and the bill can move forward. If the two chambers pass different versions, they may form a conference committee to work out the differences.
Once both chambers agree on identical language, the bill is sent to the Governor.
