Re: SF 4618 – Connected and Automated Vehicles (Accessibility Requirements)
The Minnesota Council on Disability (MCD) appreciates the opportunity to provide feedback on SF 4618, which establishes regulatory requirements for Connected and Automated Vehicles (CAVs).
MCD serves as a liaison between Minnesotans with disabilities and the legislature. Through our 2025 Legislative Priorities Survey—engaging nearly 800 Minnesotans—lack of access to transportation emerged as one of the most consistent concerns, as it directly affecting employment, health care access, community participation, and independent living.
SF 4618 takes an important step by requiring CAV companies to develop plans addressing accessibility and equity, including the provision of accessible vehicles and a fee structure when those vehicles are not available. We appreciate this effort to ensure people with disabilities can access emerging on-demand transportation services.
CAV technology has the potential to significantly expand mobility and independent living. To ensure that promise is realized in practice, MCD respectfully recommends the following refinements:
- Directing MnDOT, in consultation with the Council on Connected and Automated Vehicles and MCD, to develop accessibility guidance and recommendations for CAVs and related services;
- Clarifying the requirement for wheelchair-accessible vehicles, to ensure that individuals who use mobility devices have meaningful and comparable access to service;
- Providing clarity on the use of fees, such as supporting a dedicated fund to expand wheelchair-accessible vehicle availability;
- Incorporating digital accessibility standards for user platforms;
- Encouraging additional support options, such as remote assistance, to improve usability for individuals with diverse needs.
Minnesota has an opportunity to lead in building a transportation system that works for all users. We appreciate the committee’s consideration and look forward to continued collaboration.
